Iskandar Puteri and Gelang Patah are not steady-state industry. They are a construction corridor commercial towers, mixed development, industrial parks and, increasingly, data centre and supporting infrastructure work feeding the Johor–Singapore Special Economic Zone. That distinction matters more than it sounds.

A factory buys the same PPE every month for years. A construction site buys a completely different basket every few months, because the hazards change as the building goes up: dust and plant movement during earthworks, fall risk once the structure rises, then arc flash and electrical risk that barely existed on day one but dominates commissioning. Buying for the whole programme at award means over-ordering what you need first and under-ordering what you need last.

Two consequences worth acting on. First, electrical PPE arc-rated wear, insulating gloves, LOTO peaks at commissioning, which is typically the point where the PPE budget has already been spent. Second, welfare and traffic management run heavy from day one to almost the end, so they belong in the preliminaries rather than being scrambled for later.

Most main contractors in this corridor require every subcontractor's worker to arrive on site already equipped, and check it at induction. That turns PPE into a per-head cost at award rather than a running site expense and it is the single easiest thing to price wrongly, because the pack is the visible part and the consumables are not.

Working at height and the clearance nobody calculates

Once the structure goes up, falls become the dominant risk on the site. Harnesses get bought, inspected and signed for. What gets skipped is the arithmetic underneath them: whether there is enough clear distance below the anchor for the fall arrest system to work before the worker reaches the next slab.

On a low-headroom level, or where the anchor is at foot level rather than overhead, a shock-absorbing lanyard can be the wrong equipment entirely and a self-retracting device is what the job needs. That is a specification conversation worth having before the harnesses are issued, not after an incident.

Electrical risk arrives late, and arrives suddenly

On a commercial or data centre build the electrical hazard profile changes overnight at energisation. Up to that point the site is mechanical; afterwards there are live boards, and the people working near them are often the same subcontractors who spent the previous year on a site where arc-rated clothing was irrelevant.

What that means for procurement is simple: the electrical PPE package should be specified during fit-out and delivered before commissioning, not ordered when the testing team asks for it. Site setup, welfare and traffic management

The parts of a site that are not PPE at all are the parts most often sourced from four different suppliers at four different times. We carry them together, which on a mobilisation is usually one quotation instead of five:
